How mismanaged uncertainty turns a disputed event into a security crisis Managing misinformation through good governance, public service reform, and security sector reform for peacebuilding
Escalation is often explained as ideology, strategy, or military intent. In practice, many preventable crises begin earlier: with uncertainty that institutions cannot verify fast enough, narratives that spread faster than official correction, and decisions taken under compressed time and high audience costs. This article develops an “escalation pipeline” model that links information disorder to misgovernance and
avoidable security deterioration. The analysis draws on policy frameworks on information integrity, foreign information manipulation and interference (FIMI), and harmful information in conflict settings, and is illustrated through comparative incident vignettes from Yemen (Mukalla/Aden), South Sudan–Sudan spillover, Gaza hospital attribution battles, and deepfake-enabled interference. The article proposes Minimum Viable Information Governance (MVIG): a practical package of verification lanes, crisis communication discipline, decision logs, correction routines, and independent monitoring—paired with a compact Monitoring, Evaluation, Accountability and Learning (MEAL) indicator set to support early warning and early action across public administration and the security sector.
1. Introduction
The information environment has become a frontline of governance. In fragile political settlements, one disputed incident can trigger a cascade: rumour becomes “fact” for competing constituencies, officials harden positions to avoid appearing weak, and institutions lose the time and space needed for de-escalation.
The United Nations has positioned information integrity as an urgent global task, warning that misinformation and disinformation spread at unprecedented scale, speed and virality, with additional risks amplified by advances in artificial intelligence. The OECD frames the same challenge as a governance problem that undermines trust and jeopardises policy implementation across domains including national security. NATO describes information threats as intentional, harmful, manipulative and coordinated activity designed to create confusion, deepen divisions and destabilise societies.
2. Conceptual framing: from information disorder to misgovernance
2.1 Working definitions
Misinformation: false or inaccurate information shared without intent to cause harm.
Disinformation: false information shared with intent to deceive or cause harm.
Malinformation: genuine information weaponised to cause harm (selective leaks, timing attacks, decontextualisation).
In conflict settings, the ICRC’s concept of harmful information focuses attention on foreseeable humanitarian consequences regardless of whether the content is technically true or false.
2.2 Information integrity as governance infrastructure
Information integrity is often misread as a communications or technology problem. In practice, it is institutional design: the set of routines that convert uncertainty into verified public decisions while preserving legitimacy. The UN Global Principles for Information Integrity emphasise responsibilities across states, platforms, media and civil society to strengthen information ecosystems while upholding human rights. The OECD similarly argues for a comprehensive approach tailored to context. The EU’s work on FIMI adds an operational lens for tracing manipulation infrastructure and behavioural indicators. Recent security reporting also links disinformation to broader hybrid threats that blend cyberattacks, sabotage, and irregular tactics with narrative manipulation.
3. Anchor case: Yemen’s Mukalla-Aden escalation and the governance cost of narrative capture
Late December 2025 and early January 2026 reporting illustrates how a contested security episode can become a wider governance rupture. Reuters described a Saudi-led coalition airstrike at Yemen’s port city of Mukalla, linked to claims about a covert shipment and accusations of support to the Southern Transitional Council (STC), followed by escalating political and operational fallout. A separate Reuters report described the closure of Aden International Airport after new flight restrictions and countermeasures deepened the Saudi-UAE rift. The Financial Times characterised the episode as a dramatic rupture in the Saudi-UAE alliance, with Yemen as the confrontation theatre.
This sequence highlights a familiar pattern. Once claims about intent and attribution harden into public posture, institutional correction becomes politically expensive. Reuters reported the EU warning that developments in Yemen’s Hadramout and Al Mahra could risk broader Gulf stability. Reuters also reported Omani diplomatic engagement aimed at political resolution.
4. Comparative incident vignettes: recurring escalation patterns across contexts
The pipeline described in this article is not unique to Yemen. Similar mechanisms appear where verification capacity is weak, information spreads rapidly, and actors face high audience costs. The examples below are selected to illustrate distinct points of failure rather than to adjudicate each dispute in full.
4.1 South Sudan riots and platform suspensions after Sudan killing videos
Reuters reported that South Sudan suspended access to major social media platforms after videos allegedly showing killings of South Sudanese nationals in Sudan’s El Gezira state triggered violence and retaliatory attacks in South Sudan. The case shows a classic pathway: extreme content → rapid mobilisation → retaliatory violence → blunt shutdown measures with governance costs.
4.2 Gaza hospital attribution battles and the cost of premature certainty
High-casualty incidents produce intense public emotion and compress the time available for careful attribution. Associated Press fact-checking documented a flood of doctored, miscaptioned, and misleading content during the early phase of the Israel-Hamas war. Reuters later reported on the August 2025 Nasser Hospital strike and concluded that misidentification and authorisation failures were central to the incident narrative.
4.3 Deepfakes, election interference, and financial fraud: behaviour change before verification
Synthetic media enables timing attacks: content that is plausible enough to change behaviour in the short window before verification and correction mechanisms catch up. The FCC proposed a $6 million fine over illegally spoofed robocalls using an AI-generated voice message ahead of the New Hampshire 2024 primary. Separately, Reuters reported that a UN-linked ITU report urged stronger measures to detect AI-driven deepfakes and recommended digital verification and watermarking standards to counter misinformation, election interference and fraud.
5. The escalation pipeline model
The escalation pipeline is a sequence of five stages. Each stage has a characteristic failure mode, a predictable governance impact, and a minimum set of controls that preserves decision space. The model is designed for practical adoption in public administration, peace operations, and security sector governance.
6. Minimum Viable Information Governance (MVIG): the practical package
MVIG refers to the smallest set of institutional routines that reduces ambiguity, slows narrative capture, and preserves decision space. It is designed to be feasible where capacity and trust are limited.
6.1 Joint Verification Lane (JVL)
A standing verification lane is a governance instrument, not an ad hoc fact-check. It requires defined chairing authority, membership, and a standard output: a short verification note separating what is confirmed, unconfirmed, being checked, and what evidence is missing.
6.2 Crisis communication discipline
First statements should be treated as operational risk controls. A two-tier structure is recommended: (a) first-hour update limited to verified facts and verification steps underway; (b) second statement after the verification note, where attribution and posture can be expressed without manufacturing certainty.
6.3 Decision logs and authorisation hygiene
Decision logs reduce hindsight manipulation and preserve learning. In security operations, decision logs should be paired with authorisation hygiene: clear thresholds for legal review and senior approval, with compliance checks. Reuters reporting on the Nasser Hospital case illustrates how authorisation failures become part of escalation narratives.
6.4 Corrections that land: trusted messengers and information voids
Corrections often fail because they are issued by institutions that lack credibility with target audiences. WHO guidance on ethical social listening emphasises the need to understand public concerns, identify information voids, and respond in ways aligned with human rights. The ICRC harmful information framework reinforces that response strategies should focus on risk reduction and protection of vulnerable groups.
6.5 Independent monitoring and FIMI-aware analysis
Independent monitoring reduces escalation driven by contested claims. The EU’s 3rd FIMI report introduces the FIMI Exposure Matrix and highlights behavioural and technical indicators for tracking manipulation operations.
6.6 Content provenance, watermarking, and media authentication
As deepfakes scale, verification must extend beyond “checking claims” and into technical authenticity signals. Reuters reported that an ITU-backed UN report urged stronger deepfake detection and called for digital verification tools and watermarking standards. The Coalition for Content Provenance and Authenticity (C2PA) provides an open technical standard—Content Credentials—to help establish origin and edits for digital content, supporting transparency in media provenance. This layer is increasingly relevant as search and discovery shift toward AI-generated summaries and conversational interfaces.
7. Aligning MVIG with good governance, public service reform, and SSR
7.1 Good governance: trust, transparency, and accountability loops
Good governance requires transparent exercise of authority and credible accountability. Disinformation undermines this by attacking trust and forcing institutions into reactive posture. The OECD notes that disinformation can cast doubt on evidence, jeopardise the implementation of public policies and undermine trust in democratic institutions.
7.2 Public service reform: institutional muscle memory under pressure
Public service reform should be judged by institutional behaviour under stress. MVIG routines should be embedded in SOPs, training, and performance management: who verifies; who speaks; who logs decisions; who corrects; who learns. When routines are not institutionalised, improvisation becomes default, and improvisation is where escalation thrives.
7.3 Security sector reform: legitimacy depends on credible information loops
Security actions shape legitimacy quickly. NATO defines information threats as intentional, harmful, manipulative and coordinated activities designed to destabilise societies. SSR therefore requires information loops that make force decisions defensible and reviewable: verification, authorisation, complaint handling, and after-action learning. Recent NATO reporting also stresses readiness for hybrid threats that combine cyber, disinformation and sabotage.
8. MEAL framework: indicators, triggers, and learning that survives politics
8.1 Compact theory of change
If ambiguity is reduced through rapid verification and disciplined communication, narrative capture weakens; decision compression becomes manageable; institutional lock-in reduces; and escalation becomes less likely. This theory assumes verification and correction mechanisms are legitimate enough to influence key audiences and that incentives exist to follow protocols.
8.2 Core indicator set (field-usable)
Detection and verification: time-to-detect high-impact rumours (hours); time-to-verify (hours); evidence confidence grading.
Correction performance: time-to-correct; correction reach vs rumour reach; proportion of corrections delivered by trusted messengers.
Governance stress: grievance inflow vs closure rate; response timeliness; publication of closure outcomes where feasible and safe.
Security integrity: authorisation compliance rate; incident review completion; SOP update timeliness after after-action reviews.
Harm outcomes: correlation between content themes and violence, panic, closures, displacement, access denial, or service disruption.
8.3 RAG thresholds and early action
RAG thresholds translate monitoring into action. The aim is timely response, not perfect prediction.
Green: rumour volume stable; corrections within 24 hours; no measurable incident correlation.
Amber: rumour spikes; partial incident correlation; correction lag beyond 48 hours; growing grievance backlog.
Red: rumour spikes with verified harm (violence, riots, access denial); verification lane overwhelmed; signalling moves increasing.
The South Sudan case illustrates rapid movement into “red” once extreme content drives mobilisation.
9. Search and social listening as prevention tools: moving from anecdote to signal
Monitoring the information environment is now a core governance function. Search is not only how audiences discover information; it is also a measurement tool for institutions. Google Trends’ Year in Search methodology defines “breakout” queries as those searched at least 5,000% more in the measured period than the previous year. The wider search ecosystem is also changing quickly. Google’s AI Mode and Search Live are expanding conversational and camera-enabled search, including rollouts in India. Reuters reported that Google tested an AI-only search experience (“AI Mode”) that replaces traditional link lists with AI-generated summaries, increasing the importance of trusted sources and verification cues.
9.1 Minimal “Search → Verify → Respond” workflow
Track: maintain a short list of seed queries per hotspot (places, actors, incident types) and monitor spikes using Google Trends.
Triangulate: check whether spikes correspond to real-world incidents, platform amplification, or manipulation indicators (FIMI patterns).
Verify: route high-risk spikes into the Joint Verification Lane for rapid evidence collection and confidence grading.
Respond: publish corrections and public guidance through the two-tier protocol; avoid premature attribution.
Learn: capture decisions and outcomes in a decision log; update SOPs within 14 days when failures recur.
9.2 Ethical guardrails
Social listening and search monitoring should be conducted with safeguards: purpose limitation, protection of vulnerable groups, and respect for human rights. WHO guidance provides a baseline for ethical practice before, during and after emergencies.
10. Conclusion
Avoidable escalation is often mismanaged uncertainty. Comparative cases show a recurring pattern: ambiguous incidents produce narrative capture, decision compression forces posture, and institutional lock-in makes correction politically unaffordable. The governance answer is not a single fact-check or platform ban; it is a system of routines that preserves decision space: verification lanes, disciplined communication, decision logs, correction strategies, independent monitoring, and authenticity signals for manipulated media. These routines align with frameworks on information integrity, countering manipulation, and mitigating harmful information impacts in conflict settings.
